Mayor Gina Noble proclaimed the day of May 18 as Adrienne Blakey day.
b. Stillwater Museums Week
Councilor Alane Zannotti declared May 17 through 23 as Stillwater Museums Week.

Noble declared May 17 through 23 as Public Works Week.
d. Recognition of the Stillwater Police Department SWAT Team as state champion
Councilor Najera recognized the Stillwater multi-jurisdictional team for winning the Oklahoma SWAT competition in Norman, Oklahoma. The team is comprised of member form the Stillwater Police Department, Oklahoma State University Police Department, Payne County Sheriff's Office, and Stillwater Fire Department Personal.

Public Comment on Agenda Items Not Scheduled for Public Hearing
The City Council listened to 14 different speakers comment on the Oil and Gas Ordinance.
a. Receive public comment regarding a request for a Map Amendment to rezone property addressed as 2302 W. 8th Avenue from the RSS, Residential Small-lot Single-Family district to the CS, Commercial Shopping District (CC-15-34) (Continued from April 20, 215)
Development Services Aaron Baggarly presented the report. The Planning Commission recommended denying the Map Amendment to rezone 4-2. Councilor Najera said he agrees with the Planning Commission, and the council shouldn't approve the amendment unless they know what kind of business is coming in.
Two resident spoke against the amendment.

b. Voluntary housing inspection recommendation (CC-15-53)
Development Services Director Paula Dennison reported on the item. Dennison met with different members of the community about the program and found it was overall positive. Also, it does not have to handle the program other groups within the community are willing to handle the program.
No action was taken.
c. Operations consolidation overview
External Services Director John McClenny briefly explained project leap forward. His overview stated Stillwater combines the maintenance functions with the exception of the electric department. Mayor Noble said project leap forward is progressive, innovative, and better use of our resources.

d. Set June 15, 2015 as date for public hearing regarding annexation request for approximately 109 acres located on the southwest corner of Burris Road and Jardot Road (See Staff Memo)
Council approved 5-0
e. Review of revised 2015-16 operating budget
Citizens may comment on the budget or request budgets changes until June 1.
f. Hear staff presentation on draft oil and gas ordinance
This item was rescheduled for a later date.

f. Hear staff presentation on draft oil and gas ordinance
City Attorney John Dorman gave a presentation on the draft. Dorman said due to a glitch on the city website, which limited public comment, it would be a good idea vote on the draft after the public has had time to make comments. Also, the council needs more time to research the topic, and look at other cities with similar ordinance in place. Mayor Noble said our goal is to make a safe, appropriate, and legal ordinance that respects city economics. It's hard to do and that's why it's taking so long.

City Attorney John Dorman requested for two executive sessions. The first, regarding a workers compensation claim of Craig Reid. The second, pertaining to economic development.

Marcy Lamb made note of the public hearing on June 1st.
c. Miscellaneous items from the City Council
Vice Mayor Pat Darlington announced community office hours with Councilor Miguel Najera. Also, the city pool opens May 23 at 1:00pm. Swim lessons begin June 1 and runs through the end of July. Councilor Miguel Najera invited students K through 12 to audition for the Stillwater Community Center play Black Beard the Pirate on June 22. Also, the superhero-themed summer reading programs are underway at the Stillwater Public Library.
