No items were pulled. Council approves 5-0.

Public Hearings video index
a. Receive public input regarding a request to rezone property addressed as 213 W. Elm, 119, 123 S. Duncan, and 102, 106, 120, 126, 132, and 136 S. Husband from the HR-PUD (High-Rise Planned Unit Development), RMI (Residential Multi-Family, Intermediate), and RTM (Residential Two-Family and Multi-Family) districts to HR (Hish-Rise) district.

One request to speak in favor of the map amendment. 

Planning Commission recommends the City Council to approve the map amendment.

Council approves 5-0.

General Orders

a. Presentation of the University of Central Oklahoma auto burglary project. 

Public Safety Director Norman McNickle introduces to City Council on how they entered into a discussion with UCO's Criminal Justice department about automobile burglaries in Stillwater. UCO came to share their findings with City Council in form of video and PowerPoint presentation and they give recommendations to help in the situation.
b. Presentation of the parking study findings

External Services Director John McClenny makes recommendation for Council to keep parking steering committee and acknowledgment of the report. He introduces Matt Inman with Carl Walker Consultants to give presentation on parking study. These parking studies were conducted in the downtown (BID #1) area, OSU off-campus zone (southeast area off-campus, campus corner and 'The Strip' included) and Greek housing district.

Council approves 5-0 to accept the report and to keep the steering committee.

c. Presentation of requested information regarding the proposed Wellness Program and request for approval of the fitness facility portion of the wellness program as proposed and authorization for the sole source purchase of fitness equipment from PR Fitness in the amount of $59,688.

Interim Human Resources Manager Christy Luper presented. Staff recommendation is to fund the purchase of the equipment at the price of $59,688.

Council approves 4-1 to accept staff recommendation, with Councilor Joe Weaver voting 'no.'

City Attorney John Dorman - requests an executive session.

City Manager Dan Galloway - appreciates Council passing ordinance No. 3225.

Mayor Bartley - the comprehensive plan will be presented on April 1 to City Council. Announced Councilor Scott's radio interview KSPI 780 on March 19, 2013, Mayor Bartley will be on Triple Play Sports 105.1 FM in the morning on Thursday.


City Council is recessed, SUA is called to order.

Public Comment on Agenda Items Not Scheduled For Public Hearing

People from the public addressed the city council in opposition for the reconsideration of action taken at February 21, 2013 City Council meeting on request for a Map Amendment for property addressed as 799 E. Mercury Ave. from General Industrial (IG) to Residential Two-Family & Multi-Family (RTM).

Councilor Philip Pina motioned to reconsider the action taken at February 21, 2013 City Council meeting on the Map Amendment request. Vice Mayor Chuck Hopkins seconded.

Council denies 3-2, with Mayor Bartley, Councilor Joe Weaver and Councilor Cody Scott voting No.

There were no requests to speak over the request.

Planning Commission recommends City Council to approve the request as presented.

Council approves 5-0.
b. Receive public input regarding a request for a Map Amendment for property addressed as 421 N. Husband.

There was one request to speak in favor of the request.

Planning Commission recommends City Council to approve the request as presented.

Council approves 5-0.
c.Receive public input regarding a request for a Map Amendment for property addressed as 1000 E. Virginia. 

There were multiple requests to speak in favor and against the request.

The City Council approved any requests for rebuttal.

Planning Commission recommends City Council to deny the request.

Councilor Weaver questioned Staff if it had looked over the idea of a Senior Development overlay. 

Staff confirmed some members had looked over the possibility but it was not ready to bring anything to the Planning Commission to even advertisement a future date that it would come to the City Council.

Vice Mayor Hopkins questioned Staff on time frames possible for a Senior Development overlay proposal to arrive to City Council. 

Staff responded that the first Planning Commission in April would be the soonest for a text amendment without rushing, with a recommendation available to the City Council by its second meeting in April or first meeting in May, depending on other requirements from the Planning Commission.

Councilor Weaver recommended looking into the possibility of a Senior Development overlay and its citywide benefits. 

Councilor Scott agreed with Councilor Weaver's recommendation and suggested further work on the idea of a Senior Development overlay  in regard to the request.
Vice Mayor Hopkins moved to postpone the discussion on the request and to simultaneously work on a Senior Development overlay proposal to accompany the request at the City Council meeting on May 6, 2013. Councilor Weaver seconded.
Council approves 5-0.

d. Receive public input regarding a request for the proposed text amendment of Chapter 23 of the Land Use Code, Section 23.7, Definitions to revise the definition of City Standards (See staff memo to dismiss this item).

City Manager Dan Galloway notified the City Council that the request was dismissed.

City Attorney John Dorman - nothing to report.

City Manager Dan Galloway - apologizes for the hesitation on the item dismissed from Public Hearings. The item was removed because the standards approved at the last City Council meeting made sufficient corrections which made tonight's removed item a duplication

Councilor Scott - mentions Severe Storm Preparation Week. Urges citizens to look up information on the Internet.

Council Weaver - suggests speeding up the ad hoc meeting to help city staff. Noted he could not attend his scheduled radio interview and requested help to fill spot (Councilor Pina accepted interview). Also suggested that the City Council should hold its budget meeting soon.

Mayor Bartley - announced Councilor Pina's radio interview KSPI 780 on March 5, 2013, his own radio interview with Waste Management's Chris Knight on March 12, 2013 and Vice Mayor Hopkin's radio interview on March 19, 2013. Also announced his broadcast on the morning edition of TV-31 with Park & Recreation's Jim Scott on March 6, 2013.

City Council adjourned.
