Meeting Recap: April 16, 2012

Vice Mayor Chuck Hopkins was absent.

The meeting started with two proclamations (Fair Housing Week and Community Action Month).

Approval of Minutes.

Council approved the minutes from the April 2, April 5, and April 9 meetings.

Consent Docket.

The one item was approved by all.

Public Comments for items on agenda not scheduled for public hearing.

Westwood Overlay comments.

Public Hearings.

Special Planner Patty Evans presented the first three items:

• Receive public comment regarding a text amendment to Chapter 23, Land Development Code, regarding digital signs. She explained that improved technology and dropping prices have increased the requests for special use permits for new signs. Planning Commission requested changes in process to expedient the process. Approved 4-0.
• Receive public comment regarding a request for closing a portion of the alley adjacent to property addressed as 408 S. Blakeley. Approved 4-0.
• Receive public comment regarding a request for a Map Amendment rezoning property addressed as 706 S. Brush Creek Road from CG (Commercial General District) to RMH (Residential Mobile Home District). Approved 4-0.
• Grants Coordinator Valerie Silvers reported on the Community Development Block Grant 2012 Project Selection. The grant is for $99,474 with a $99,474 match from the City of Stillwater. She said there were lots of public ideas, and that staff selected a West College area sewer line  project. Councilor Philip Pina asked about other projects and the discussion moved to a possible splash pad at Southern Woods Park and drainage problems on 9th Avenue; however, there are not a ready mating fund other projects. The sewer project was approved 3-0-1 with Councilor Pina abstaining.

General Orders.

Request from Westwood Homeowners Association for the City Council to review a decision of the Planning Commission regarding Minor Subdivision at 1716 West Sunset, pursuant to Stillwater City Code Sec. 2-116. Councilor Cody Scott made a motion to hear the appeal. There was no second.

 Reports from Officers & Boards

• City Attorney requested an executive session. 
• City Manager reminded everyone there will be a budget study session Thursday, April 19 at 5:30 p.m. at the Community Center, 315 W. 8th Ave.
  
  The City of Stillwater Television will be off air until May 1 while the equipment is updated.
  
  Six month review of standards has ended. A final recommendation will come back to council mid-May.
• Councilor Scott commended the Emergency Management staff during last week's bad weather.
• Mayor Bartley reminded everyone that next weekend is Legend Weekend in Stillwater. In addition to the Stillwater Arts Festival there is OSU sports, concerts and a library used booksale.

Special Meeting Recap: April 9, 2012

(Stillwater, Okla. / Posted April 12, 2012) — The Stillwater City Council held a special meeting Monday, April 9. Download the evening’s agenda.

The meeting began with the Honorable Judge Tanya C. Raun swearing in Philip Pina as the news council member.

The consent docket was approved by all.

Under general orders was discussion about the Fiscal Year 2013 City of Stillwater Budget with City Manager Dan Galloway.

He began by saying he wants to make the budget as transparent and accessible as possible for council, staff and the public. He began by explaining the last year's total city budget, including overhead, revenues and expenses.

Galloway then gave an overview of the Administration Team, which was created last year, and its role in the budget. He also explained the creation and membership of the new Operations Management Group. This group, he said, "are the people who oversee, direct and work with 500 city employees to get the job done."

He estimated the FY 2013 projected revenue will be $92,187,512. The Administrative Team provided a preliminary allocation and then the Operations Group jointly reviewed all departmental needs and developed a commended budget, which was then presented by Jason Peek and Loren Smith.

There were several questions and comments from council concerning end of the year carryover.

Next, there will be a work session on the budget on April 19 at 5:30 p.m. (location to be determined), and it will be followed by a public hearing in the first week of May.

Special Meeting Recap: April 5, 2012

(Stillwater, Okla. / Posted April 9, 2012) — The Stillwater City Council held a special meeting Thursday, April 5 to interview candidates for Seat 2, which became vacant when Councilor John Bartley was elected mayor. Download the evening’s agendas.

Mayor John Bartley explained the interview process and then 18 candidates had five minutes at the podium.

Philip Pina was selected with one round of votes. Councilor Pina will attend Monday's regular council meeting.

The meeting started with three proclamations (Child Abuse Prevention & Awareness Month, National Library Week, and Stillwater Makes a Change Week), and then Chuck Hopkins was re-elected as vice mayor.

Approval of Minutes.

Council approved the minutes from the March 5 and March 12 meetings.

Consent Docket.

All items were approved.

Public Hearings.

Special Planner Patty Evans presented four items:

• Map Amendment for rezoning all property located at Brook Hollow 2^nd edition from RM (Multi-Family) to RSS (Small-Lot Single Family). This was approved 4 to 0.
  
• Map Amendment rezoning properties on north Ramsey from RSS (Small-Lot Single Family) to RM (Multi-Family). This was tabled to the May 7 meeting.
  
• Map Amendment rezoning property at 1900 N. Washington from RM (Multi-Family) to RSS (Small-Lot Single Family). This was approved 4 to 0.
  
• Preliminary Planned Unit Development to be constructed at 213 W. Elm. This calls for a five-story (311 bedroom), seven-story parking garage apartment complex. There was a discussion about the parking requirements and pedestrian traffic. It was approved 3 to 1, with Hopkins voting against it.

Grants Coordinator Valerie Silvers ask that council revise the scope of the 14842 Community Development Block Grant (CDBG) 11, which concerned repaving streets on the east side of town near 3^rd Avenue and Doty. It was approved 4 to 0.

General Orders.

Stillwater Development District. In response to a City Council study session in October 2011, City Manager Dan Galloway presented information about creating a Stillwater Development District along the west 6^th Avenue corridor (north of 12^th, west of Sangre, south of Virginia) to develop retail. He identified a three-mile radius at 6^thand Highway 51 and Country Club Road, which has a population of about 20,000 with a combined annual income of $80 million.

Council voted to approve the creation of a resolution establishing a development district 4 to 0.

All Commercially zoned property west of Sangre Road, north of 12th and south of Virginia.

General Orders.

Candidates for Seat #2.

There are 18 candidates for Seat #2. Council will interview each of them at a special meeting Thursday, April 5 beginning at 5:30 p.m. There will be a 15-minute intermission at 6:30 p.m. The meeting will be held in the Council Hearing Room in the Municipal Building, 723 S. Lewis. It'll be televised on the City of Stillwater's government access channel (Suddenlink channel 23).
