Special Meeting Recap: April 29, 2013

Call Meeting to Order

General Orders 
a. Council discussion of fiscal year 2013-14 draft budget with City Manager and staff (No action will be taken on this item)

City Manager Dan Galloway gave a review of the fiscal year 2012-13 budget to the City Council. Expenses, use of funds and the budgets of city departments were discussed. City Manager Galloway and the Administration Team worked with the Finance Department to determine projected revenues for the 2013-14 budget year. The proposed budget will include the projected growth (about 4 percent) plus approximately $1.5 million from this year's savings that will go into the balance and be added to next year's available funds.

Jim Scott, Operations Group chairman and Parks & Recreation director, presented the preliminary 2013-14 budget. Scott said some of the increases in department budgets were due to staff moving to different departments. An overview of department budgets and comparison between last year and this year's fiscal budgets were presented to the City Council. The budget recommendation for fiscal year 2014 shows requests from departments compared to last year's requests. Scott also presented the capital items requests from city departments.

The City Council discussed and asked City Manager Galloway and the Operations Group questions regarding the fiscal year 2013-14 draft budget. Mayor Bartley suggested the City Council take time to review and study the preliminary budget. City Manager Galloway said the Council could probably discuss the preliminary budget again during a special meeting in May.

Mayor John Bartley nominated Vice Mayor Chuck Hopkins. Councilor Joe Weaver seconds.
Council approves Chuck Hopkins as Vice Mayor 5-0.

Consent Docket approved by Council 5-0.

Public Hearings
a. Receive public comments regarding a request for a Specific Use Permit for a telecommunications tower located at 3520 N. Park Drive.
Council moves to postpose item until May 20 City Council meeting 5-0.

Second Reading
Ordinance No. 3229 - Council approves 5-0

Mayor John Bartley - Councilor Gina Noble will join him on the Bill Van Ness Show (780 AM) on Tuesday morning at 8:15 a.m.
City Manager Dan Galloway - mentions that there will be a vision session for the April 22 study session at the Holiday Inn, 715 S. Country Club Road. The April 29 regular meeting will focus on the upcoming budget draft.
Vice Mayor Chuck Hopkins - wants some point in time for a City Council briefing on the SES situation.

Appointments
Stillwater Regional Airport Authority - Mayor Bartley would like to nominate Marc Tower for the vacated position. Vice Mayor Hopkins seconds. Council approves 5-0.

Stillwater Sister Cities Council - Mayor Bartley would like to nominate Bob Burk. Councilor Joe Weaver seconds. Council approves 5-0.

City Council is adjourned, SUA is called to order.

Consent Docket approved by trustees 5-0.

General Orders
a. Rural Water Advisory Board quarterly report
Trustees approve the report 5-0. 

General Manager Dan Galloway - follow up with Vice Mayor Hopkins remark about going over the SES situation. Staff will work to get a full report to trustees as soon as possible.

Moved to April 15 regular meeting agenda. 

General Orders 
a. Contract for staffing of air traffic control tower at Stillwater Regional Airport.

Airport director Gary Johnson presented before council a contract to fund staffing at the Stillwater Regional Airport's control tower once funding from the Federal Aviation Administration (FAA) discontinues.

Councilor Joe Weaver makes motion to authorize the contract with the budget appropriation of $104,000 and not to exceed that amount - with the exception that if the funds are not needed for the express purpose, then the funds will revert back to the City's general fund. Vice Mayor Chuck Hopkins seconds the motion.

Council approves 5-0. 

b. 2013-14 budget update

City Manager Dan Galloway gave council an update on the ongoing budget process for the City of Stillwater. He mentions that the City may see a 4 percent increase with the two operating budgets (General Fund and SUA) combined. For all funds in the city (including restricted funds), there is a projected increased of 7 percent from last year's funds. The city also applied for a few grants for projects citywide. Operations Group will be looking at the budget draft in the near future. The April 29 regular City Council meeting will be the presentation of the FY 2013-14 draft budget for the City.

a. Bid recommendation for the Country Club Road water line jumper project (SUA-13-14)

Water Utility Construction Program Manager Eric Fladie requests authorization for construction of the Country Club Road jumper. The work will bore a 12-inch waterline under Country Club Road to connect from the discharge side of the booster station to connect to a 16-inch waterline that runs south down the east side of Country Club Road directly into the southwest zone of town. It will be a 200-foot water line. Two pressure relief valves will also be installed to improve water flow in that area. Staff recommends 1) authorize expenditure of $400,000 for the project, 2) award the construction contract to Urban Contractors and 3) authorize the general management to execute the contract with Urban Contractors and and amend the contract with Meyers Contractors for the the inspection services.

SUA votes 5-0 to approve staff recommendation.

SUA adjourned, Council moves into executive session.
