Mayor John Bartley recognized the SHS Student Council officers in attendance.

Public Hearings
a. Receive public input regarding a request for a Map Amendment rezoning property addressed as 6221 and 6523 W. 19th Avenue from RSS (Small-lot Single-Family) and RSS PUD (Small Lot Single Family Planned Unit Development) to A (Agriculture)).


No requests to speak on this item.

Staff Recommendation: Planning Commission approved this item 7-0.


Council approves 5-0.


b. Receive public input regarding a petition submitted by Wes & Lou Watkins for property located north of Peaceable Acres to be annexed into the corporate limits of the City of Stillwater and to apply a zoning designation of RTM (Residential Two-Family and Multi-Family).

Planning Commission Recommendation: Planning Commission approved this item 7-0.

General Orders

a. Western Payne County Ambulance Authority update
- Jerry Moeller, chairman for the Western Payne County Ambulance Authority gives an update on the ambulance services over the past year provided by LifeNet.

Councilor Joe Weaver is pleased to see the report of the response times by LifeNet and the ongoing trend.

Councilor Phillip Pina asks if LifeNet will be able to handle calls if population of the City of Stillwater increases beyond 50,000. The ambulance authority reassures that they are prepared for it.

Vice Mayor Chuck Hopkins asks if residents are able to sign-up after the initial start-up time. 

City Manager Dan Galloway wants to compliment on the relationship between the City, LifeNet, Stillwater Medical Center and the trust authority for their work in making this service work out for the residents of Stillwater and Payne County.

b. Commercial development update
- Development Services director, Paula Dennison, presents before council recent completed and ongoing commercial developments in Stillwater over the past three years.

Proclamations and Presentations
a. Pancreatic Cancer Awareness Month

Public Hearings
a. Receive public input regarding a request from Joyce Meter to close a portion of right-of-way of 6th Avenue / Hwy 51 adjacent to property addressed as 811 W. 6th Avenue (CC-12-104)

Staff Recommendation: Approve

Council approves 4-0.

b. Receive public input regarding a request for a Map Amendment from RSS (Small Lot Single Family) to O (Office) for property addressed as 614-624 S. Orchard Street & 609-623 S McDonald Street (CC-12-105)

c. Receive public input regarding a request for the closing of all easements and rights-of-way within property owned by the Board of Regents for the Oklahoma Agricultural and Mechanical College (OSU) and bounded by McElroy Road, Duck Street, Washington Street, and Eskridge Avenue for the development of Athletic Village Phase II (CC-12-102) (Continued from October 15, 2012)

General Orders
a. Marcy Alexander, Chief Financial Officer, presented the first quarter financial reports for the City of Stillwater.

b. Memorandum of Understanding between Board of Commissioners, Payne County, and the City of Stillwater setting forth their shared intent and tentative agreement regarding the establishment of a juvenile detention facility in the Stillwater City Jail. 

Council approves memorandum 4-0.

c. Real estate agreement between the Board of Commissioners, Payne County, and City of Stillwater transferring ownership of property located at 815 S. Duncan Street. 

Council approves report 4-0.

Recess City Council meeting, reconvene Stillwater Industrial and Redevelopment Authority.

Mayor John Bartley - Reminding people on Sunday November 11 at noon along Main Street, there will be a Veterans' Day celebration and parade.
