Stillwater City Council and Stillwater Industrial and Redevelopment Authority are called to order. SIRA is recessed.

Proclamations and Presentations
a. Pancreatic Cancer Awareness Month

Consent Docket
No items were pulled. Council approves docket 4-0.

Councilor Pina was absent.

Public Hearings
a. Receive public input regarding a request from Joyce Meter to close a portion of right-of-way of 6th Avenue / Hwy 51 adjacent to property addressed as 811 W. 6th Avenue (CC-12-104)

Staff Recommendation: Approve

Council approves 4-0.

b. Receive public input regarding a request for a Map Amendment from RSS (Small Lot Single Family) to O (Office) for property addressed as 614-624 S. Orchard Street & 609-623 S McDonald Street (CC-12-105)

One person spoke for the item.

Planning Commission Recommendation: Approve

Council approves 4-0.

c. Receive public input regarding a request for the closing of all easements and rights-of-way within property owned by the Board of Regents for the Oklahoma Agricultural and Mechanical College (OSU) and bounded by McElroy Road, Duck Street, Washington Street, and Eskridge Avenue for the development of Athletic Village Phase II (CC-12-102) (Continued from October 15, 2012)

Staff Recommendation: Approve with Conditions.

Council approves 3-1, with Councilor Cody Scott voting against. 


General Orders
a. Marcy Alexander, Chief Financial Officer, presented the first quarter financial reports for the City of Stillwater.

b. Memorandum of Understanding between Board of Commissioners, Payne County, and the City of Stillwater setting forth their shared intent and tentative agreement regarding the establishment of a juvenile detention facility in the Stillwater City Jail. 

Council approves memorandum 4-0.

c. Real estate agreement between the Board of Commissioners, Payne County, and City of Stillwater transferring ownership of property located at 815 S. Duncan Street. 

Council approves report 4-0.

Recess City Council meeting, reconvene Stillwater Industrial and Redevelopment Authority.

General Orders

a. Consider adoption of Stillwater Industrial & Redevelopment Authority first amended declaration of trust. Council approves 4-0.

Adjournment of SIRA was approved 4-0, reconvene back to City Council meeting.

Reports from Officers and Boards
City Attorney John Dorman - withdrawing request for executive session.

City Manager Dan Galloway - expressing his appreciation to the Payne County Board of Commissioners for working with the City of Stillwater on the two matters discussed earlier in the meeting under 'General Orders.'

Vice Mayor Charles Hopkins - reminding everyone to vote in Tuesday's elections.

Mayor John Bartley - Reminding people on Sunday November 11 at noon along Main Street, there will be a Veterans' Day celebration and parade.

Stillwater City Council adjourned, moved into Stillwater Utilities Authority.

Appointments
a. Building Trades Board: 

Mayor Bartley appoints - 
Waylon Shields and Daryl Krehbiel for 4 year. Council approves 4-0.
Rusty Kraybill for 3 year. Council approves 4-0.
Kevin Raborg for 2 year. Council approves 4-0.
Kyle Kelty to 1 year. Council approves 4-0.

b. Business Improvement District Advisory Board

Area 6 - Mayor Bartley appoints Jill Hunt to finish out term. Council approves 4-0.

Adjournment of City Council passes 4-0. Move into Stillwater Utilities Authority.

No items pulled. Trustees approve all items 4-0.

General Orders
a. Citywide curbside recycling update.

Waste Management director David Higgins gives trustees an update on the curbside recycling pilot program. Staff requests authorization to expand curbside recycling program for citywide implementation during Summer 2013. 

Trustees approve staff's request 4-0.

Adjournment of SUA was approved 4-0.
