Proclamations and Presentations
a.       Stillwater Writers’ Club honoring Fred Causley

          Mayor John Bartley proclaimed and recognized April 21, 2014 as Fred Causley Day.

b.       Citizen Recognition presentation to Dorothy Akin

          Bartley said the award was created to honor special people within the community who do           wonderful things. He presented the award to Dorothy Akin, who said she was thankful to             receive the award privileged to work with good people.

          Council approved 5-0.

Public Hearings
a.       Receive public comment regarding request for a specific use permit in the commercial               business district adjacent to a residential zoning district for the First Presbyterian Church           for the purpose of constructing an electronic message sign along 6th Avenue

          Developmental Services Director Paula Dennison presented the request for the                           proposed electronic message side. She said the request is being presented because                 the church property is located adjacent to a residential area.

          Mayor Bartley opened up the request for public hearing. There were no requests to speak           on this item. Dennison said the Stillwater Planning Commission recommended approval             of the request.

          Council approved 5-0.

b.      Receive public comment regarding a request from Park 7 Group for review and approval            of a preliminary planned unit development to rezone property addressed as 799 E.                      Mercury Ave. from industrial general to residential two-family and multifamily district to                allow for construction of residential structures

         Item was postponed from April 7 meeting. After a presentation by Dennison and many                speaking for and against the project a motion was made that stated with conditions –                  applicant must accept Planning Commission recommendations with lower property                      density, wall barriers on balconies, increased fence height to 8 feet, completion and                    maintenance of tree barrier prior to issuance of any building permit, and no entrance from          Marine.

         Council denied 3-2.
         Bartley and Weaver were in approval; Najera, Noble and Darlington voted against.

General Orders
a.       Text amendment to Stillwater City Code, Chapter 29, motor vehicles and traffic

          External Services Director John McClenny said the code increases parking fines in order           to help enforce parking fines on streets around campus. McClenny said the parking                     steering committee recommends approval of the order.

          No action taken on the general order.

Ordinances
First Reading

a.       Ordinance No. 3259: Amending Stillwater city code, Chapter 29, motor vehicles and                    traffic, by amending article IV, stopping, standing or parking, including improper,                          hazardous and overtime parking and violations, and parking time limits

           Council approved 5-0.

Second Reading

a.       *Ordinance No. 3250: Authorizes the long-term lease of a certain parcel of property                       located at 999 W. 12th Ave; providing for citizen initiated referendum of said lease in                   accordance with city charter

            Council approved 5-0.

b.       Ordinance No. 3257: Revising the 911 emergency number ordinance, section 5,                          emergency telephone service fee, maintaining current fee

           Council approved 5-0.

           Noble moved to declare an emergency, Najera seconded

           Council approved 5-0.

c.       Ordinance No. 3258: Amending Land Development Code, parking and loading                           standards

          Council approved 5-0.

                             Mayor Bartley announced upcoming radio shows he and Councilor Darlington                              would be on.

          Mayor Bartley nominated Trey Lester to finish term for Steve James.

          Council approved 5-0.

b.       Library Board

          Bartley nominated Judy Nelson to finish Councilor Darlington’s term on the Library board.

          Council approved 5-0.

          Trustee approved 5-0.

          Chief Financial Officer Marcy Lamb went over debt policy.

          Weaver asked to table the order.

          Trustees approved tabling the order 5-0.

c.       Water 2040 completion plan

          Stillwater Utilities Authority Director Dan Blankenship presented the water 2040                           implementation plan, including cost, funding and timeline, as well as other projects                       included in the plan.


         Trustees approved 5-0.

Resolutions
a.       Resolution No. SUA-2014-2: Resolution adopting a debt management and continuing                 disclosure policy as mandated by SUA Trust Indenture, as amended March 24, 2014

          Resolution was tabled.

SUA adjourned; Stillwater Economic Development Authority is called to order

a.       Approval of minutes:                     Special meeting                        April 7, 2014

          Council approved 5-0.

Request for Executive Session
a.       Request for executive session for the purpose of conferring on matters pertaining to                     economic development, including transfer of property, financing or the creation of a                     proposal to entice a business to locate within the City of Stillwater because public                       disclosure of the matter to be discussed would interfere with the development of products           and services and would violate the confidentiality of the business

          Weaver opposed the adjournment.
