Meeting Recap: May 6, 2013

(STILLWATER, OKLA. / Posted May 7, 2013) - The Stillwater City Council met for its regular meeting on Monday, May 6, 2013. (View the meeting agenda here).

David Hatfield, Casco Industries Inc., addressed the Council regarding maintenance of fire equipment.

Multiple people addressed the Council regarding requests for approval and requests for postponing a decision regarding General Orders item 'a'. 

a. Request to re-zone property addressed as 1000 E. Virginia Ave. from existing "RSS Small Lot Single Family Residential District" to "RTM Two-Family and Mutli-Family District" and/or "RT Two Family Residential District" (postponed from March 4, 2013 (CC-13-26)).
Paula Dennison, Development Services, addressed the Council regarding the proposed Map Amendment and the uses available by right to properties zoned as "RTM Two-Family and Multi-Family District" and "RT Two Family Residential District." 

Public Hearing on the request was held at the City Council meeting on March 4, 2013, and was closed. Planning Commission recommended the Council deny the request for re-zoning to "RTM Two-Family and Multi-Family District." The property owner has asked the Council to consider re-zoning the property to "RT Two Family Residential District."

Councilor Joe Weaver motioned to table discussion of General Orders item 'a' until the meeting on May 20, 2013. Councilor Cody Scott seconded. 

Council approved the motion 5-0.

b. Third Quarter financial review (CC-13-42).
Marcy Alexander, Chief Financial Officer, presented the Third Quarter financial review to the Council.

c. City of Stillwater Standards Revision relating to storm water in local streets (CC-13-41) (See Resolution CC-2013-6).
Brandon Neal, Water Utility engineer, addressed the Council regarding a proposed amendment to the Stillwater standards to the storm water design criteria. The proposed amendment proposes changing the limits for depth of storm water to flow in local residential streets to curb level during a ten-year storm.

Resolutions
a. Resolution CC-2013-5: A resolution authorizing signatories for depositories.

Council approves the resolution 5-0.

b. Resolution CC-2013-6: A resolution of the Stillwater City Council adopting design and construction standards.

Councilor Scott said that he does not recommend allowing both lanes to be filled by storm water up to curb and suggests that one lane should remain open for traffic, longevity of roads and citizen safety.

Council approves the adoption of the resolution 3-2, with Councilor Scott and Councilor Gina Noble voting 'No.'

City Manager Dan Galloway -  Congratulates city employees Cody Whittenburg and Jason Peek on recently receiving their Ph.D.

Mayor John Bartley - Councilor Weaver will talk on the Bill Van Ness Show (780 AM) on Tuesday morning at 8:15 a.m. Vice Mayor Chuck Hopkins will talk on the show on May 21. Congratulates all Oklahoma State University graduates and OSU staff, faculty and students for completing another school year. 

Appointments
Library Board - Mayor Bartley would like to nominate Thomas Warren, Sally Harris and Monica Turrick. Counselor Weaver seconds. Council approves 5-0.

Public Housing Authority - Mayor Bartley would like to nominate Ruby Manning. Vice Mayor Hopkins seconds. Council approves 5-0.

City Council is adjourned, SUA is called to order.

Consent Docket
Consent Docket approved by trustees 5-0.

Public Comment on Agenda Items Not Scheduled For Public Hearing
Michael Davis addressed the Council requesting that only customers who opt-in to the city recycling program should be charged the recycling fee.

General Orders
a. Revisions to the Waste Management Fee Schedule (SUA-13-15).

Stillwater Utilities Authority director Dan Blankenship and Waste Management manager Chris Knight discuss Resolution item 'a' (See Below).

a. Resolution No. 2013-1: A resolution adopting a rate structure for the City of Stillwater Waste Collection, Recycling and Street Sweeping Services; and providing for subsequent annual rate increases.

Vice Mayor Hopkins motions to approve the resolution and remove the final paragraph regarding automatic rate increases. Concilor Noble seconds the motion.

Resolution with the removal approved by trustees 5-0.
