Meeting Recap: May 20, 2013

(STILLWATER, OKLA. / Posted May 22, 2013) - The Stillwater City Council met for its regular meeting on Monday, May 20, 2013. (View the meeting agenda here).


a. National Public Works Week

Kelly Harris, Keystone Engineering, addressed the Council requesting that it considers voting for "RT Two Family Residential District" regarding General Orders item 'b'.

Rebecca Teague addressed the Council requesting that it considers voting for "RT Two Family Residential District" regarding General Orders item 'b'.

Public Hearings
a. Receive public comments regarding a request for a telecommunications tower located at 3520 N. Park Drive (Continued from April 15, 2013) (CC-13-47)

Paula Dennison, Development Services, presented information to the Council regarding the specific use request.

Planning Commission recommends the Council approve the specific use request.

Council approves the request 5-0.

General Orders
a. Our Stillwater presentation 
Lisa Navrkal, Stillwater Chamber of Commerce, Stan Clark, Stan Clark Companies and Jerry Franklin, Banc First, addressed the Council regarding the presentation.

b. Request to re-zone property addressed as 1000 E. Virginia Ave. from existing "RSS Small Lot Single Family Residential District" to "RTM Two-Family and Multi-Family District" and/or "RT Two Family Residential District" (Continued from May 6, 2013 (CC-13-26)).

Paula Dennison, Development Services, presented information to the Council regarding the requested map amendment.

Council approves to re-zone the property to "RT Two Family Residential District" 5-0. 

c. Council discussion of fiscal year 2013-14 draft budget and consider setting June 3, 2013 as the date for the 2013-14 budget public hearing.
Councilor Joe Weaver asks Finance Director Marcy Alexander whether the amount required from the Stillwater Utilities Authority (SUA) to fund the general budget is going up or down between previous and new fiscal years. Alexander responded that the amount is going up due to the capital needs of the General Fund.

Councilor Weaver also asks whether there is a "splash pad" in the budget and an increase in parks equipment. Alexander responds that there is not a "splash pad" and there is an increase in parks equipment.

Council approves to set the public hearing for the 2013-14 budget on June 3, 2013 5-0.

Ordinances
a. (first reading)

b. (second reading)
i) Ordinance No. 3230: An ordinance authorizing the extension of the lease agreement and operation and maintenance contract dated April 1, 1979; providing for citizen initiated referendum of said lease in accordance with Section 4-2 of the Stillwater City Charter.

Council approves 5-0.

Mayor John Bartley requests that City Attorney John Dorman cancel the executive sessions in sub-items 'ii' and 'iii' in item 'a'.

City Attorney Dorman - Requests executive session pursuant to 24 O.S. 307 (B)(2) to discuss labor negotiations with International Association of Firefighters Local #2095.

SUA Director Dan Blankenship - Addresses opportunity for councilors to sit in on a webinar hosted by the American Public Power Association on rate-making for utility boards and city councils June 11.

Mayor Bartley - Congratulates the City of Stillwater on receiving the Mike Synar Award from Special Olympics Oklahoma. Reminds viewers that he will be speaking on the Bill Van Ness Show, KSPI, May 21 at 8:15 a.m. Also wishes a happy birthday to Vice Mayor Chuck Hopkins and SUA Director Blankenship.

Executive Session
i) Confidential communication to discuss labor negotiations with International Association of Firefighters Local #2095.

Councilor Gina Noble moves to go to executive session on item 'i'. Vice Mayor Hopkins seconds the motion.
Council approves executive session on item 'i' 5-0. 

City Council is adjourned.
