Meeting Recap: April 16, 2012

(Stillwater, Okla. / Posted April 19, 2012) — The Stillwater City Council held a regular meeting Monday, April 16. Download the evening’s agenda.


Vice Mayor Chuck Hopkins was absent.
The meeting started with two proclamations (Fair Housing Week and Community Action Month).

Approval of Minutes.
Council approved the minutes from the April 2, April 5, and April 9 meetings.

Consent Docket.
The one item was approved by all.

Public Comments for items on agenda not scheduled for public hearing.
Westwood Overlay comments.

Public Hearings.
Special Planner Patty Evans presented the first three items:
  • Receive public comment regarding a text amendment to Chapter 23, Land Development Code, regarding digital signs. She explained that improved technology and dropping prices have increased the requests for special use permits for new signs. Planning Commission requested changes in process to expedient the process. Approved 4-0.
  • Receive public comment regarding a request for closing a portion of the alley adjacent to property addressed as 408 S. Blakeley. Approved 4-0.
  • Receive public comment regarding a request for a Map Amendment rezoning property addressed as 706 S. Brush Creek Road from CG (Commercial General District) to RMH (Residential Mobile Home District). Approved 4-0.
  • Grants Coordinator Valerie Silvers reported on the Community Development Block Grant 2012 Project Selection. The grant is for $99,474 with a $99,474 match from the City of Stillwater. She said there were lots of public ideas, and that staff selected a West College area sewer line  project. Councilor Philip Pina asked about other projects and the discussion moved to a possible splash pad at Southern Woods Park and drainage problems on 9th Avenue; however, there are not a ready mating fund other projects. The sewer project was approved 3-0-1 with Councilor Pina abstaining.
General Orders.
Request from Westwood Homeowners Association for the City Council to review a decision of the Planning Commission regarding Minor Subdivision at 1716 West Sunset, pursuant to Stillwater City Code Sec. 2-116. Councilor Cody Scott made a motion to hear the appeal. There was no second.

 Reports from Officers & Boards
  • City Attorney requested an executive session. 
  • City Manager reminded everyone there will be a budget study session Thursday, April 19 at 5:30 p.m. at the Community Center, 315 W. 8th Ave.

    The City of Stillwater Television will be off air until May 1 while the equipment is updated.

    Six month review of standards has ended. A final recommendation will come back to council mid-May.
  • Councilor Scott commended the Emergency Management staff during last week's bad weather.
  • Mayor Bartley reminded everyone that next weekend is Legend Weekend in Stillwater. In addition to the Stillwater Arts Festival there is OSU sports, concerts and a library used booksale.
