Meeting Recap: April 2, 2012

(Stillwater, Okla. / Posted April 4, 2012) — The Stillwater City Council held a regular meeting Monday, April 2. Download the evening’s agendas.




The meeting started with three proclamations (Child Abuse Prevention & Awareness Month, National Library Week, and Stillwater Makes a Change Week), and then Chuck Hopkins was re-elected as vice mayor.

Approval of Minutes.
Council approved the minutes from the March 5 and March 12 meetings.

Consent Docket.
All items were approved.

Public Hearings.
Special Planner Patty Evans presented four items:
  • Map Amendment for rezoning all property located at Brook Hollow 2nd edition from RM (Multi-Family) to RSS (Small-Lot Single Family). This was approved 4 to 0.
  • Map Amendment rezoning properties on north Ramsey from RSS (Small-Lot Single Family) to RM (Multi-Family). This was tabled to the May 7 meeting.
  • Map Amendment rezoning property at 1900 N. Washington from RM (Multi-Family) to RSS (Small-Lot Single Family). This was approved 4 to 0.
  • Preliminary Planned Unit Development to be constructed at 213 W. Elm. This calls for a five-story (311 bedroom), seven-story parking garage apartment complex. There was a discussion about the parking requirements and pedestrian traffic. It was approved 3 to 1, with Hopkins voting against it.
Grants Coordinator Valerie Silvers ask that council revise the scope of the 14842 Community Development Block Grant (CDBG) 11, which concerned repaving streets on the east side of town near 3rd Avenue and Doty. It was approved 4 to 0.

General Orders.
Stillwater Development District. In response to a City Council study session in October 2011, City Manager Dan Galloway presented information about creating a Stillwater Development District along the west 6th Avenue corridor (north of 12th, west of Sangre, south of Virginia) to develop retail. He identified a three-mile radius at 6thand Highway 51 and Country Club Road, which has a population of about 20,000 with a combined annual income of $80 million.

Council voted to approve the creation of a resolution establishing a development district 4 to 0.


All Commercially zoned property west of Sangre Road, north of 12th and south of Virginia.





General Orders.
Candidates for Seat #2.
There are 18 candidates for Seat #2. Council will interview each of them at a special meeting Thursday, April 5 beginning at 5:30 p.m. There will be a 15-minute intermission at 6:30 p.m. The meeting will be held in the Council Hearing Room in the Municipal Building, 723 S. Lewis. It'll be televised on the City of Stillwater's government access channel (Suddenlink channel 23).

  • Resolutions No. CC-2012-2. Approved 4 to 0.

Reports from Council.
Councilor Cody Scott asked about adding speed bumps at Couch Park.
Vice Mayor Hopkins said he appreciated being re-elected vice mayor.
Galloway reminded everyone that there will be a budget study session Monday, April 9.

Appointments.
Council appointed or reappointed to multiple boards and authorities.

Council recessed for the SUA Meeting.

Minutes for the meetings held March 5 and March 12 were approved 4 to 0.

Stillwater Industrial & Redevelopment Authority Meeting April 2

Minutes for the Feb. 6 meeting were approved 4 to 0.

Consent Docket.
One item was approved 4 to 0.

SIRA recessed for the City Council Meeting, which then recessed.
