a.       Welcome, proclamations, and presentations celebrating the 30th anniversary of the Sister Cities relationship between Kameoka, Japan and Stillwater Oklahoma

a.       ORDINANCE NO. 3330:  AN ORDINANCE AMENDING THE STILLWATER CITY CODE,  BY AMENDING CHAPTER 29, MOTOR VEHICLES AND TRAFFIC, ARTICLE I, IN GENERAL, BY CREATING SECTION 29-21, TEXTING WHILE DRIVING-DEFINITIONS, AND BY CREATING SECTION 29-22, TEXTING WHILE DRIVING; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY
 
          Council approved ordinance  4-0.
          Council approved 4-0 in favor of the emergency clause.
