Meeting Recap: May 7, 2012

The meeting started with three proclamations (National Bike Month, Career Tech Public Service Recognition Week, and Stillwater Museum Week).

Approval of Minutes.
Council approved the minutes from the April 16, April 19, and April 30 meetings.

Consent Docket.
All items approved 5-0, except Items G and H. Councilor Joe Weaver and Vice Mayor Chuck Hopkins asked for information (about Items G and H) concerning the transfer of funds to the General Fund. CFO Marcy Alexander explained that it concerned covering the self-insurance fund.
Public Hearings.
  • Public Hearing A concerning a Map Amendment for properties on Ramsey will be continued to June 18, 2012.
  • Public Hearing B concerned a request closing a portion of a drainage easement located at 5823 and 5825 W. Villas Court. This was approved 5-0.
  • Public Hearing C was presented by Development Services Director Paula Dennison. She explained the request for a Text Amendment to Chapter 23 (Land Development Code) concerning density definitions, zoning classifications districts and planned unit developments. This was approved 5-0.
General Orders.
  • Budget Discussion. Council agreed to increase the allocation for street improvements from $250,000 to $640,000. The council will host a public hearing on the budget on Monday, May 21.
  • Surface Damages Agreement with Red Fork (USA) Investments Inc. for oil/gas wells to be drilled on Lake McMurtry property. Councilor Cody Scott and Council Philip Pina asked the company representative about environmental concerns.

Reports from Officers & Boards
  • City Attorney John Dorman requested an executive session.
  • City Manager Dan Galloway explained that the City had installed new audio/visual equipment and we were still working on some of the details.
    The City of Stillwater Television will be off air for a little while longer while the equipment is updated.

  • Councilor Scott said he attended the Stillwater Comedy Club and they raised money for the Animal Shelter.
  • Councilor Weaver reminded everyone that Special Olympics will be taking place on campus. Also, Monroe Street is under reconstruction.
  • Mayor Bartley reminded people that council members have weekly radio interviews and to be sure to tune in.
Appointments
Council made appointments or reappoints for the Audit Committee, the Library Board and the Stillwater Sister Cities Council. All were approved 5-0.
Council meeting was recessed for the Stillwater Utilities Authority Meeting.

Trustees approved the minutes from the April 2 and April 30 meetings.
 
Consent Docket was approved 5-0.
 
SUA meeting was recessed for the SIRA.
 
Stillwater Industrial & Redevelopment Authority Meeting May 7, 2012

 
Trustees approved the minutes from the April 2  meeting.
 
Consent Docket was approved 5-0.
 
SIRA meeting was recessed for the city Council, which then recessed for executive session.
