a. Receive public input regarding a request from CBL & Associates Management for a Specific Use Permit for a proposed health care office located at 2200 N. Perkins Road (CC-13-35)

One request to speak in favor of the request. 

Planning Commission recommends the City Council to approve the recommendation.

Council approves 5-0.

b. Receive public input regarding the proposed C3 Plan: 2030 Comprehensive Plan (CC-13-33)

Planning Commission recommends the City Council to adopt the document.

Approval and adoption of the document will be discussed under Resolutions.

c. Receive public input regarding the closeout of the 2010 Community Development Block Grant Hospital Waterline Project and approval from City Council authorizing the Mayor to sign the associated documents (CC-13-34)

Staff recommends the City Council to accept the project and to authorize Mayor John Bartley to sign the appropriate documents.

Council approves 5-0.

d. Receive public input regarding the selection of the 2013 Community Development Block Grant projects (CC-13-36)

Staff recommends the City Council to select the two drainage projects for the 2013 CDBG and to authorized Mayor Bartley to sign the application documents for the grant.

Council approves 4-1, with Councilor Philip Pina voting 'No'.

a. Resolution CC-2013-4: A resolution approving and adopting the Stillwater C3 Plan: Comprehensive, Continuous, Cooperative as the Comprehensive Plan for the City of Stillwater, Oklahoma.

Councilor Scott makes a motion to approve the Resolution with the amendment. Councilor Pina seconded.

Council approves 5-0.

Ordinance No. 3227 - Council approves 5-0.

City Attorney John Dorman - requests an executive session.

City Manager Dan Galloway - thanks city employees for representing Stillwater well at the Oklahoma Municipal League government event last Tuesday at the Capital; congratulates city employees who graduated from OML academy program.

Councilor Scott - encourages reminds citizens to vote on April 2.

Councilor Pina - thanks the Chamber of Commerce and the League of Women Voters for hosting last Tuesday's forum.

Mayor Bartley - reminds that Vice Mayor Chuck Hopkins will be on 780 AM at 8:15 a.m. for the Bill Van Ness Show on April 2; Mayor will be on TV-31 with Water Utility's Eric Fladie on Wednesday morning and will be on Triple Play Thursday morning; hopes everyone had a good Easter weekend and opening day of baseball.

General Orders

a. Bid recommendation for the Country Club Road water line jumper project (SUA-13-14)

Water Utility Construction Program Manager Eric Fladie requests authorization for construction of the Country Club Road jumper. The work will bore a 12-inch waterline under Country Club Road to connect from the discharge side of the booster station to connect to a 16-inch waterline that runs south down the east side of Country Club Road directly into the southwest zone of town. It will be a 200-foot water line. Two pressure relief valves will also be installed to improve water flow in that area. Staff recommends 1) authorize expenditure of $400,000 for the project, 2) award the construction contract to Urban Contractors and 3) authorize the general management to execute the contract with Urban Contractors and and amend the contract with Meyers Contractors for the the inspection services.

SUA votes 5-0 to approve staff recommendation.

SUA adjourned, Council moves into executive session.
