Meeting Recap: August 6, 2012

Mayor Bartley asked Stillwater Fire Chief Tom Bradley to update council on recent wildfires that occurred in the area.

Approval of Minutes (Regular Meeting on July 16, 2012, Executive Session on July 16, 2012, Special Meeting on July 30, 2012 and Executive Session on July 30, 2012) - Council approved 4-0 with councilor Scott abstaining.

Consent Docket - No items pulled, Council approved items 5-0.

Public Hearings
a. Motion to reconsider (by councilor Scott) request for a map amendment for property located in the 1200 block of N. Ramsey Street. The reconsideration was approved 3-2 with vice mayor Hopkins and councilor Pina voting no. There were five people speaking with two in favor and three opposing. Applicant wanted to change the zoning to RTM (two-family/multi-family). Council approved the RTM zoning 3-2 with vice mayor Hopkins and councilor Pina voting no.

b. Receive public comment regarding the adoption of the 2012 Zoning Map. There were two requests to speak. Planning Commission recommended City Council to approve with one condition to the property on 1900 N. Washington Street to be rezoned from RTM (two-family/multi-family) to RMI (multi-family/intermediate). Council added two more conditions at 4th/Hester and 4th/Blakely. Council approves Planning Commission's recommendations with the two added conditions.

General Orders
a. Adoption of updates and amendments to the 2009 International Building Code,  Residential Code, Fire Code, Plumbing Code, Fuel Gas Code, Mechanical Code, Existing Building Code, Property Maintenance Code and the 2011 National Electric Code. Planning Commission approved this on their July 17, 2012 meeting and City Council requests an ordinance to be drafted on this matter.

b. Chief Financial Officer Marcy Alexander presents to council fourth quarter financial review.

Resolution No. CC-2012-9: A resolution establishing fees for annual parking permits for on-street parking in the Westwood Neighborhood Area Parking District. Council approved 5-0.

Reports from Officers and Boards
City Attorney Dorman - Requests an executive session for the purpose of confidential communication with the City Attorney regarding a pending Workers' Compensation claim.

City Manager Galloway - He expressed his appreciation to the mayor for allow chief Bradley to update the council on the wildfire situation.

Mayor Bartley - He reminds residents to adjust their watering schedule. Been getting good responses from the community about the situation.


City Council meeting recessed, moved into Stillwater Utilities Authority regular meeting.

Approval of Minutes (Regular meeting on July 16, 2012 and special meeting on July 30, 2012) - Trustees approve 4-0 with trustee Scott abstaining.

Consent Docket -Trustees approve 5-0.

General Orders - 
a. Declaration of immediate emergency and bid recommendation for the Scholarship Place inverted siphon. Trustees approve 5-0.


b. Electric Generation Resource Feasibility Analysis. Staff recommends to move forward on analysis. Trustees approve 5-0.


c. Water consumption update. Water Utilities Director Anthony Daniel presenting the recent high demands of water consumption in the last few weeks and the action needed to relieve the issue.


Adjournment for Stillwater Utilities Authority approved 5-0.

Executive Session - Council approved 5-0.
