(STILLWATER, OKLA. / Posted Feb 7, 2013) - The Stillwater City Council met for their regular meeting on Monday Feb. 4, 2013.

Boy Scouts troop 802 led the City Council and the audience with the Pledge of Allegiance.

Consent Docket

Items 'A' (pulled by Councilor Joe Weaver) and 'C' (pulled by Councilor Cody Scott) pulled. Council approves 'B', 'D' and 'E' 5-0.

Items removed from the Consent Docket

a. Councilor Weaver was not present at last meeting and couldn't vote the affirmative on it. Council approves item 'A' 4-1 with Councilor Weaver abstaining.

Councilor Scott would like more information about the Hazard Mitigation Plan update. Public Safety Director Norman McNickle gave summary to Council. Council approves item 'C' 5-0.

Public Hearings

a. Video index - Public Hearing, item 'A'
Receive public input regarding a request for a closing of right-of-way on West Street adjacent to 424 W. 9th Avenue (Continued from Jan. 24)

Vice Mayor Chuck Hopkins asks staff who puts down the cost for the easement relocations. Special Projects Planner Patty Evans said the developer does.

There was one request to speak in favor.

Staff recommends that the Council approves the request to close 20 feet of right-of-way with relocation or of sidewalk and water line provided.

Council approves 5-0.

b. Receive public input regarding a request for a Map Amendment for property addressed as 799 E. Mercury Ave. from General Industrial (IG) to Residential Two-Family & Multi-Family (RTM)


There was a staff memo to postpone this public hearing to Feb. 21.

Council approves the postponement 5-0.

General Orders

Text amendment to Article IX, Section 10-486 of Stillwater City Code, 2011 National Electric Code

Chief Building Official Mike Roberts comes before Council to explain this text amendment.

Council approves 5-0.

b. Video index - General Orders, item 'B'
Employee Wellness Initiative introduction and authorization for the sole source purchase of fitness equipment from PR Fitness in the amount of $59,688.

Senior HR Generalist Christy Luper comes before Council to present this introduction and to request approval of the fitness facility portion of the wellness initiative as proposed.

Discussion with the Council brought up the ideas about private sector involvement and the costs of running the new facility.

Councilor Scott motioned to approve the authorization, with no second. Council agrees to table the item to next study session.

Financial reports for the FY13 2nd Quarter.

Chief Financial Officer Marcy Alexander comes before Council to give the financial report for the 2nd quarter of fiscal year 2013. Expecting all targets to be at the 50 percent mark as of Dec. 31, 2012.

City Attorney John Dorman - reports that they have just completed the review of the draft to the supplement of the Stillwater City Code. Everything passed in 2012 by Council will be included.
SUA Director Dan Blankenship - Makes an update on the Kaw Reservoir. As of Feb. 4, the water level is at 99.6 percent full. The city's water source is still in good shape. Councilor Phillip Pina makes comment that Lone Chimney is in trouble with their water source. Mr. Blankenship mentions that about a year ago, Lone Chimney will start purchasing water from the City of Stillwater once connection to the City's Water Treatment Plant to Lone Chimney has been completed. Also, 51 East Water Corporation is interested in purchasing water from the City as well.

Councilor Scott - wants to recognize the public affairs reporting class from Oklahoma State University in attendance for the meeting.

Mayor John Bartley - Invites Stillwater Chamber of Commerce president, Lisa Navrkal to introduce new Chamber Economic Development director Eric Miller. Mentions upcoming radio interviews.

City Attorney John Dorman - requests an executive session.

SUA Director Dan Blankenship - Reports on drought situation in Oklahoma. He reports that Kaw Reservoir, the City's municipal water supply source, is 98 percent full compared to other lakes that are at lower capacity. This is monitored on a daily basis.

Mayor John Bartley - Upcoming radio interviews with council. Cancelled Monday's study session, items will be held until next study session.

Appointments

a. Airport Authority Board: Mayor Bartley nominates Lee Roy Smith and Justin Biassou for reappointment. Council approves 4-0.

b. Audit Committee: Mayor Bartley nominates Jerry Franklin (banker) and Kathy Elliott (CPA) (separate vote). Council approves 4-0.

c. Library Board: Mayor Bartley nominates Bradley Rickleman for vacant seat. Council approves 4-0.


d. Stillwater Medical Center Authority Board: Mayor Bartley nominates Calvin Anthony and Lowell Barto for reappointment. Council approves 4-0.

e. Rural Water Advisory Board: Mayor Bartley nominates Charles Rice and Jerry Horn for reappointment. Council approves 4-0.

f. Western Payne County Ambulance Trust Authority: Mayor Bartley nominates Randall Elliott for vacant position. Council approves 4-0.

g. Stillwater Economic Development Advisory Council (SEDAC): Mayor Bartley appoints himself and Vice Mayor Chuck Hopkins to serve on behalf for the City. Council approves 4-0.

Item B pulled by Mayor Bartley. Trustees approve Item (A) 4-0.

Mayor Bartley pulled Item B to say he appreciates how city staff have handled the sale of the failed Kinzie Substation power transformer. Moved to approve Item B. Trustees approve Item B 4-0.

General Orders

a. Professional Services Agreement with C.H. Guersney for Western Road water line connection from the 56th tower to the 44th Avenue (12WC05) (SUA-13-03)

Public Hearings

a. Receive public comment on a request to close a portion of right-of-way at property addressed as 424 S. West Street.

One person spoke. Staff recommends the council to approve the closure.

Mayor John Bartley asked staff if the relocation of the sidewalk would be along the current right-of-way or outside of it. The new sidewalk would be in the new right-of-way.

Council approves 5-0.

b. Receive public comment regarding a request from Central Oklahoma United Methodist Retirement Facility, Inc. (Epworth Villas) for a Specific Use Permit for a proposed retirement facility with assisted living, skilled nursing care, and single family dwellings in the RM (Residential Two-Family & Multi-Family) District to be located at 711 W. Peaceable Acres Lane (Continued from 12-3-12).

No requests to speak. Planning Commission voted 6-0 to recommend the Council to approve the Specific Use Permit.

Councilor Cody Scott - give a thank you to Transportation Director Dr. Jason Peek and staff on putting speed marker and crosswalk in Couch Park.

Councilor Phillip Pina - forwards message from Stillwater Public Schools Superintendent Dr. Ann Caine on the safety of the district's schools following the recent events in Newtown, Connecticut.

Items Removed From Consent Docket

b. Southwest Water Improvements Phase 1 Professional Service Agreement. (See 20:20 in video above for full recap)

SUA Director Dan Blankenship gives a brief overview of the improvements in this phase which includes booster pump replacements, new water lines and a water tower replacement. These improvements come solely out of the 'Water Capital Improvement Fund' which comes from the utility rate increases for water service customers since 2009. 

Trustees approve the agreement 5-0.

c. Bid recommendation for the McElroy Road/Range Road water line relocation project. (See 35:25 in video above for full recap)

Water Utilities Deputy Director Bill Millis gives an overview on relocation of City water lines for the McElroy Road and Range Road roadway improvement project by the Oklahoma Department of Transportation (ODOT) and Payne County.

Councilor Joe Weaver recommends that staff not put these items on the consent docket if they will be heavily discussed.

Trustees approve the recommendation 5-0.

General Orders

a. Termination of Phase II of the Kaw Water Transmission Main and Finished Water Supply Line Condition Assessment Agreement and authorization for the following Kaw water transmission line improvements:
1) Refurbishment of the cathodic protection systems
2) Installation of safety devices to slow down the movement of water column generated each time the raw water pump(s) are started or shut down.
3) Installation of isolation valves and closed circuit TV inspection.

Water Utilities Director Anthony Daniel give trustees an overview on the status of the Kaw Water Transmission Main project, Phase II.

Trustees approve the authorization of items 1 through 3 listed above 5-0.
