a. Extra Mile Day - November 1, 2012

Approval of Minutes for the regular meeting on Sept. 17, 2012. Council approves 4-0.

Councilor Cody Scott was absent for the October 1 meeting.
Consent Docket - No items pulled. Council approves all items 4-0.

Public Hearings - 
a. This item was dismissed

b. Receive public comment regarding a request for a Map Amendment to rezone a portion of a tract of land from RSS to O (office) at 1502 S. Main and to rezone a tract of land from P to RSL at 2115 N. Husband St. There was one request to speak for this rezoning. The Planning Commission at it's last regular meeting recommended approval for property addressed as 2115 N. Husband St. with a vote 4-0 and the property addressed as 1502 S. Main with a vote 4-0, but for only the east 150 feet of the property. Council approves Planning Commission's recommendations for 2115 N. Husband St. with a vote of 4-0. Council approves Planning Commission's recommendations for 1502 S. Main St. with a vote of 4-0.

Reports from Officers and Boards - 

City Manager Dan Galloway - reminding councilors that he will be out of the office early next week due to a conference.


Mayor John Bartley - Special thank you to all of the citizens for being hospitable during a crazy weekend. Lots of positive comments from visitors.

Councilor Phillip Pina - Very impressed in what the Stillwater Police Department is doing to serve the community after taking a ride-around with them.

Appointments - 

a. Library Board - Mayor Bartley nominated Monica Turek, Council approves 4-0

b. Planning Commission - Two terms expired for Dusty Lane and Becky Teague. Mayor Bartley nominates these two for another term. Council approves 4-0. According to Ordinance No. 3188, Planning Commission seats were increased from five to seven. With the two open seats. Mayor Bartley nominates Josh Marler and David Barth. Council approves 4-0.

Stillwater City Council adjourned, moved into Stillwater Utilities Authority.

Approval of Minutes - For the regular meeting of September 6, 2012. Trustees approve 4-0.

Consent Docket - No items pulled. Trustees approve all items 4-0.

Reports from Officers & Boards - 
General Manager Dan Galloway - gives a congratulations to the electrical department for receiving the Outstanding Innovation Award at the Oklahoma Municipal League Annual Conference last week for their hard work and dedication for rebuilding all substations in the city's grid and and continued reliability on giving Stillwater customers power.

Chairman John Bartley - wanted to recognize City Manager Dan Galloway on receiving the City Manager of the Year Award at last week's OML Conference. Also, wanted to recognize on SUA Director Dan Blankenship on being a finalist of an award at the OML conference.

Approval of Minutes for the regular meeting and executive session on Sept. 6 2012. Council approves 5-0.

Consent Docket - Council approves all items 5-0.

Public Hearings - 
a. Receive public input regarding a request from Stillwater Industrial Foundation for closing a portion of Osage Drive at property addressed as 800 E. Mercury Ave. Mayor John Bartley asked if a utility easement went across the proposed portion of right of way that is requesting to be closed on Osage Drive. Special Projects Planner Patty Evans said that there is not. There was one request to speak in favor (Kelly Harris, Keystone Engineering). Mayor Bartley asked if Osage Drive would continue into the discussed property. Harris said it would not. Staff recommends the closure of right of way. Council approves 5-0.

b. Receive public input regarding the provisions of the Westwood Neighborhood Area Parking District. Approximately 20 individuals signed up to speak, along with several emails and letters that were to be submitted for the record, to express their thoughts on the proposed permit parking system that would go into effect on October 1.

Council approves to direct staff to repeal previous resolution for parking district and to bring it back to a meeting to be announced before Oct. 1 - 5-0.

Approval of Minutes (Regular meeting and executive session of August 20, 2012, and special meeting of August 28, 2012): Council approves 5-0.


Consent Docket - Councilor Cody Scott removes item 'B', Item 'A' was approved 5-0.

Public Comment On Agenda Items Not Scheduled For Public Hearing -
a. Public concerns on city management purchasing increase from $25,000 to $50,000.

Items Removed From Consent Docket - 
a. Scott wants more information on item 'B,' a development agreement for Athletic Village, Phase 2 and authorization of the Mayor to sign the agreement once executed by the Board of Regents. City Manager Dan Galloway explains an ordinance is required to install various types of infrastructure before building on property. This includes easements that include city water/sewer lines running across OSU property. Council approves 5-0.

Public Hearings - 
a. Receive public comments regarding a request for an amendment to a Preliminary Planned Unit Development and Map Amendment to construct a multi-family development at 4599 N. Washington Street. Development Services Director Paula Dennison up to present. Mayor John Bartley wanted information why the Planning Commission wanted a revised traffic study for this development. Dennison explains that they wanted more attention paid to the southern entrance of the development. Also, Galloway further explained that the revised traffic study would be needed with the growing traffic coming in and out of the development out to Washington Street. Councilor Joe Weaver asks if the original zoning of 'commercial' on the front of the property along Washington was going to have curb-cuts for more driveways. Dennison and Planning Assistant Tom Coots stepped up to explain that the original plan did not show anymore driveways to be built. No requests to speak for or against this item. Planning Commission recommends approval 4-0 with increased awareness regarding the traffic study. Council approves item 5-0.

Proclamations and Presentations -
a. City Council Recognition given to Bill Van Ness as the first recipient of the award.


Approval of Minutes (Regular meeting of August 6, 2012 and executive session of August 6, 2012): Council approves 5-0.

Consent Docket - No items pulled, Council approves items 5-0.

Public Hearings - 
a. This item was previously dismissed.

b. Receive public input regarding a request for the closing of a portion of right-of-way at S. Ramsey Street, Oasis Garden Shop. Property owner wants to maximize the number of parking spaces on property. There was one request to speak in favor. Staff recommends the City Council to approve with provision that the sidewalk either be located or a pedestrian easement be provided. Council approves 5-0 to take staff recommendations.

c. Receive public input regarding a request from CB Enterprises of Stillwater, LLC for a Map Amendment to rezone a tract of land addressed as 1530 W. 6th Avenue & 521-525 S. Walnut Street from RM (Multi-Family) to RMU (Residential Multi-Family-Urban). Councilor Pina asked for clarification if the proposed RMU zoning is or is not consistent with the Comprehensive Plan. Staff said that it is not consistent with the Comprehensive Plan. There was one request to speak in favor. Planning Commission accepted staff findings therefore recommending the City Council to approve the zoning to be changed to RMU. Council approved Planning Commission's recommendation 4-1 with Councilor Scott abstaining.

d. Receive public input regarding a request from Bible Baptist Church to close a portion of the right-of-way at N. Young Street located adjacent to property addressed as 115 N. Young Street. There was one request to speak in favor. Staff recommends approval with the requirement that the right-of-way be replaced with a utility easement, the necessary private access easements to serve all affected landowners and an approved fire apparatus and public turnaround. Council approves staff recommendations 5-0.

General Orders - 

a. Stillwater Community Endowment Fund splashpad presentation. This splashpad would be located in Southern Woods Park on 12th Avenue. Councilor Weaver thinks this would be a wonderful idea. 

b. Fire Chief Tom Bradley asks City Council for authorization of a tanker apparatus for future large-scale fires for immediate delivery at the price of $266,385.00. Council approves option #1 to authorize emergency purchase 5-0.

a. Resind the uniform rental service bid award to UniFirst and reject all of the uniform rental service bids received on July 9, 2012. Trustees approve 5-0.

b. Southwest pressure zone financing and implementation plan. Trustees approve 5-0.

c. Amendments to 56th & Western tower & Perkins Road booster pump station agreements with RWD #3. This item was differed to next regular meeting.

d. Purchase of property located at 2107 N. Boomer Road. This would aid in expansion for electric generation and transmission. Staff asks trustees to more forward with purchase. Trustees approve 5-0.

Meeting Recap: August 6, 2012

Mayor Bartley asked Stillwater Fire Chief Tom Bradley to update council on recent wildfires that occurred in the area.

Approval of Minutes (Regular Meeting on July 16, 2012, Executive Session on July 16, 2012, Special Meeting on July 30, 2012 and Executive Session on July 30, 2012) - Council approved 4-0 with councilor Scott abstaining.

Consent Docket - No items pulled, Council approved items 5-0.

Public Hearings
a. Motion to reconsider (by councilor Scott) request for a map amendment for property located in the 1200 block of N. Ramsey Street. The reconsideration was approved 3-2 with vice mayor Hopkins and councilor Pina voting no. There were five people speaking with two in favor and three opposing. Applicant wanted to change the zoning to RTM (two-family/multi-family). Council approved the RTM zoning 3-2 with vice mayor Hopkins and councilor Pina voting no.

b. Receive public comment regarding the adoption of the 2012 Zoning Map. There were two requests to speak. Planning Commission recommended City Council to approve with one condition to the property on 1900 N. Washington Street to be rezoned from RTM (two-family/multi-family) to RMI (multi-family/intermediate). Council added two more conditions at 4th/Hester and 4th/Blakely. Council approves Planning Commission's recommendations with the two added conditions.

General Orders
a. Adoption of updates and amendments to the 2009 International Building Code,  Residential Code, Fire Code, Plumbing Code, Fuel Gas Code, Mechanical Code, Existing Building Code, Property Maintenance Code and the 2011 National Electric Code. Planning Commission approved this on their July 17, 2012 meeting and City Council requests an ordinance to be drafted on this matter.

b. Chief Financial Officer Marcy Alexander presents to council fourth quarter financial review.

b. Electric Generation Resource Feasibility Analysis. Staff recommends to move forward on analysis. Trustees approve 5-0.


c. Water consumption update. Water Utilities Director Anthony Daniel presenting the recent high demands of water consumption in the last few weeks and the action needed to relieve the issue.
