 Mayor Gina Noble proclaimed the day of May 18 as Adrienne Blakey day.
b.      Stillwater Museums Week
 Councilor Alane Zannotti declared May 17 through 23 as Stillwater Museums Week.

c.   Public Works Week
      Noble declared May 17 through 23 as Public Works Week.

d.   Recognition of the Stillwater Police Department SWAT Team as state champion
Councilor Najera recognized the Stillwater multi-jurisdictional team for winning the Oklahoma     SWAT competition in Norman, Oklahoma. The team is comprised of member form the Stillwater Police Department, Oklahoma State University Police Department, Payne County Sheriff's Office, and Stillwater Fire Department Personal.

Public Comment on Agenda Items Not Scheduled for Public Hearing
      The City Council listened to 14 different speakers comment on the Oil and Gas Ordinance.


a.       Receive public comment regarding a request for a Map Amendment to rezone property addressed as 2302 W. 8th Avenue from the RSS, Residential Small-lot Single-Family district to the CS, Commercial Shopping District (CC-15-34) (Continued from April 20, 215)

Development Services Aaron Baggarly presented the report. The Planning Commission recommended denying the Map Amendment to rezone 4-2. Councilor Najera said he agrees with the Planning Commission, and the council shouldn't approve the amendment unless they know what kind of business is coming in. 

Two resident spoke against the amendment. 

Council approved the recommendation of the 
Planning Commission 5-0 
a.       Consider Sharon Hanson appeal of denial of request for stop sign at Mansfield and Country Club Drive.

      This item was rescheduled for a later date. 

b.   Voluntary housing inspection recommendation (CC-15-53)
       Development Services Director Paula Dennison reported on the item. Dennison met with different members of the community about the program and found it was overall positive. Also, it does not have to handle the program other groups within the community are willing to handle the program. 
     
      No action was taken.

c.   Operations consolidation overview
      External Services Director John McClenny briefly explained project leap forward. His overview stated Stillwater combines the maintenance functions with the exception of the electric department. Mayor Noble said project leap forward is progressive, innovative, and better use of our resources. 

      No action was taken.

d.   Set June 15, 2015 as date for public hearing regarding annexation request for approximately 109 acres located on the southwest corner of Burris Road and Jardot Road (See Staff Memo)
    
       Council approved 5-0

e. Review of revised 2015-16 operating budget
    Citizens may comment on the budget or request budgets changes until June 1. 

f. Hear staff presentation on draft oil and gas ordinance
      City Attorney John Dorman gave a presentation on the draft. Dorman said due to a glitch on the city website, which limited public comment, it would be a good idea vote on the draft after the public has had time to make comments. Also, the council needs more time to research the topic, and look at other cities with similar ordinance in place. Mayor Noble said our goal is to make a safe, appropriate, and legal ordinance that respects city economics. It's hard to do and that's why it's taking so long.

a.       Miscellaneous items from the City Attorney

City Attorney John Dorman requested for two executive sessions. The first, regarding a workers compensation claim of Craig Reid. The second, pertaining to economic development. 

b.      Miscellaneous items from the City Manager

Marcy Lamb made note of the public hearing on June 1st. 

c.       Miscellaneous items from the City Council

Vice Mayor Pat Darlington announced community office hours with Councilor Miguel Najera. Also, the city pool opens May 23 at 1:00pm. Swim lessons begin June 1 and runs through the end of July. Councilor Miguel Najera invited students K through 12 to audition for the Stillwater Community Center play Black Beard the Pirate on June 22. Also, the superhero-themed summer reading programs are underway at the Stillwater Public Library.

    Mayor Noble nominated Kathy Albright to the Library Board

    Council approved 5-0.


    The Council voted to reappointed Robin Cornwell to Library Board.

Mayor Gina Noble proclaimed the month of May 2015 as National Bike Month and the week of May 11-15, 2015 at Bike to Work Week.

Public Hearings

Development Services Director Paula Dennison presented the report. There was a recommendation for the approval of Phase 2 of the Leigh and Hall Drainage Channel Project.

One resident recommended a sidewalk project on East 3rd St.

No action was taken under public hearings.

General Orders
a.       Appointment of person to fill vacant Council Seat No. 2

Councilor Joe Weaver said he was amazed at the quality of the applications received. The other councilors echoed his comments.

b.      2015-16 fiscal operating budget update from City Manager Dan Galloway

City Manager Dan Galloway briefly presented updates to the operating budget, with more details to be presented at the next council meeting on May 18.

Adjustments to the transportation budget suggested during the previous special meeting were also discussed briefly.

c.       Complete Streets Policy to guide transportation project development

External Services Director John McClenny asked the council to table the item to a study session at a later date. Galloway suggested tabling the item subject to call.

Council approved tabling 5-0.

d.      Form based code regulation plan

Moved up to public hearings. Dennison presented the regulation plan. There were no requests to speak. No action was taken.

Resolutions
a.       Resolution No. 2015-8: A resolution adopting a complete streets policy

Tabled. No action taken.

b.      Resolution No. 2015-9: A resolution regarding commitment of leverage for the Oklahoma Department of Commerce Community Development Block Grant (CDBG 15), 2015 state small cities program

Council approved 4-1, with Councilor Zannotti abstaining.

Vice Mayor Pat Darlington announced community office hours with Councilor Miguel Najera.
Najera reminded OSU students of the free bulk item drop off at the Convenience Collection Center and of the tobacco-free parks.
Noble reminded residents the Main Street Water Line Project would begin May 11.

General Orders
a.       Discussion on process for filling vacant City Council seat

The City Council may appoint someone to fill a vacant seat within 60 days of the seat being vacated. If it’s not filled within that time, a general election will be held. The earliest an election could be held is July.

Vice Mayor Pat Darlington said she would prefer an appointment. The rest of the City Council agreed with Darlington.

The City Council will interview applicants at the City Council meeting on Monday, May 4.

b.      Review and discussion of proposed 2015-16 fiscal operating budget

City Manager Dan Galloway said there was not an expected increase in revenue.

Darlington said she’s heard much about the City of Stillwater’s commitment to the transportation department. Galloway reminded the Council the half-cent sales tax is appropriated to projects and is separate from the budget.

Members of the City Council and staff discussed expected tax revenue and job openings for a brief period of time before discussing comments from the public or other changes to the budget. Councilor Joe Weaver brought up water rates, and the council spent time discussing its affect.

Request for Executive Session
a.       Request executive session pursuant to 25 O.S. 307(C)(10) for purpose of conferring on matters pertaining to economic development, including the transfer of property, financing or the creation of a proposal to entice business to locate within the City of Stillwater because public disclosure of the matter to be discussed would interfere with the development of products and services and would violate the confidentiality of the business
b.      Request executive session pursuant to 25 O.S. 307 (B)(3) for purpose of confidential communication regarding purchase or appraisal of real property
