Special Meeting Recap: October 29, 2012

General Orders
a. Confirm the sale at public auction the following City of Stillwater surplus properties:
i) 1502 S. Main Street
ii) 905 W. 4th
iii) 1018 S. Western
iv) 1118 S. Western
v) 2115 N. Husband
vi) 2223 N. Glenwood

External Services director John McClenny: $308,400 was the grand total bid for these properties. Staff recommends acceptance and approval. Council approves 5-0.

b. Presentation from Operations Group on status of group projects.

Paula Dennison, chairperson for the Stillwater Operations Group introduces group projects from each team.


Second Reading
Ordinance No. 3204 - Council approves 5-0
Ordinance No. 3205 - Council approves 5-0 to table.
Ordinance No. 3206 - Council approves 5-0
Ordinance No. 3207 - Council approves 5-0, emergency clause is approved 5-0.

Request for an Executive Session

Stillwater City Council adjourned, moved into Stillwater Utilities Authority.

General Orders
a. Jason Consultants report on Phase One (smart ball) condition assessment of Kaw water line.

Water Utilities director Anthony Daniel and Robert Morrison from Jason Consultants presenting to council staff's findings on 'smart ball' assessment and recommendations to be taken for future.

SUA adjourned. Reconvene back to City Council meeting.

Public Hearings - 
a. This item was tabled until November 5 meeting. Council approves 5-0.

b. Receive public input regarding the Close Out of Community Development Block Grant 2011 Small Cities Set-Aside, #14842. No persons to speak 'for' or 'against.' Staff recommends for council to accept the #14482 CDBG 11 project and authorize the Mayor to sign the closeout documents. Council approves 5-0.

General Orders
a. Telecommunications system & computer network infrastructure upgrade. Internal services director Robert Barker briefed the council on a recommendation by the IT department to upgrade the aging telecommunication and network system. Council approves the recommendation 5-0.

a. Resolution No. CC-2012-13 - Council approves 5-0.
b. Resolution No. CC-2012-14 - Council approves 5-0.

City Attorney John Dorman - Request for an executive session.
City Manager Dan Galloway - Wanted to point out that the first two ordinances council passed in first reading were for the rezoning of city properties that they will auction off. Auction of these properties and more will be at the Municipal Building on October 29.
Mayor John Bartley - Wanted to share an email from the Westwood Neighborhood Association from the recent activities at Ingham Park. Mentioned that OSU homecoming is this week.

Stillwater City Council adjourned, moved into Stillwater Utilities Authority.

Approval of Minutes - Regular Meeting of October 1, 2012. Trustees approve 5-0.

Reports from Officers & Boards - 
Trustee Cody Scott - wanted to set up a time with city staff to visit the Boomer Lake Electric Generation Station.

Council approves 5-0.

Review and discuss use tax revenues
CFO Marcy Alexander reports on use tax receipts up to this date. Use tax up 37 percent from last year.

Use Tax Committee adjourned. Reconvene back to City Council meeting.

City Attorney John Dorman withdraws the request for executive session.

Proclamations and Presentations -
a. Extra Mile Day - November 1, 2012

Approval of Minutes for the regular meeting on Sept. 17, 2012. Council approves 4-0.

Councilor Cody Scott was absent for the October 1 meeting.
Consent Docket - No items pulled. Council approves all items 4-0.

Public Hearings - 
a. This item was dismissed

b. Receive public comment regarding a request for a Map Amendment to rezone a portion of a tract of land from RSS to O (office) at 1502 S. Main and to rezone a tract of land from P to RSL at 2115 N. Husband St. There was one request to speak for this rezoning. The Planning Commission at it's last regular meeting recommended approval for property addressed as 2115 N. Husband St. with a vote 4-0 and the property addressed as 1502 S. Main with a vote 4-0, but for only the east 150 feet of the property. Council approves Planning Commission's recommendations for 2115 N. Husband St. with a vote of 4-0. Council approves Planning Commission's recommendations for 1502 S. Main St. with a vote of 4-0.

Reports from Officers and Boards - 

City Manager Dan Galloway - reminding councilors that he will be out of the office early next week due to a conference.


Mayor John Bartley - Special thank you to all of the citizens for being hospitable during a crazy weekend. Lots of positive comments from visitors.

Councilor Phillip Pina - Very impressed in what the Stillwater Police Department is doing to serve the community after taking a ride-around with them.

Appointments - 

a. Library Board - Mayor Bartley nominated Monica Turek, Council approves 4-0

b. Planning Commission - Two terms expired for Dusty Lane and Becky Teague. Mayor Bartley nominates these two for another term. Council approves 4-0. According to Ordinance No. 3188, Planning Commission seats were increased from five to seven. With the two open seats. Mayor Bartley nominates Josh Marler and David Barth. Council approves 4-0.

Stillwater City Council adjourned, moved into Stillwater Utilities Authority.

Approval of Minutes - For the regular meeting of September 6, 2012. Trustees approve 4-0.

Consent Docket - No items pulled. Trustees approve all items 4-0.

Reports from Officers & Boards - 
General Manager Dan Galloway - gives a congratulations to the electrical department for receiving the Outstanding Innovation Award at the Oklahoma Municipal League Annual Conference last week for their hard work and dedication for rebuilding all substations in the city's grid and and continued reliability on giving Stillwater customers power.

Chairman John Bartley - wanted to recognize City Manager Dan Galloway on receiving the City Manager of the Year Award at last week's OML Conference. Also, wanted to recognize on SUA Director Dan Blankenship on being a finalist of an award at the OML conference.
